GM built these vans ready to go for most options so a lot of them have some redundant parts. For instance my 2002 express has power windows/locks/mirrors, so it also has all the wiring for cruise control, but is not equipped. I suspect if you can find one with the tilt/cruise package but manual windows, it will have some of the wiring for power windows also. Funny you mention that. Was under the dash of my 97 the other night and with the doghouse off noticed that my 5.7L gas powered van has the PCM mounting bracket for the 6.5L diesels in place sandwhiched above the doghouse and below the a/c ducting in the dash.
