looking for a suitable front clip to use under an old COE. Want to use a van clip because of the vertical steering box. The box needs to be outside the frame rail. Primarily interested in a 1500 series. So from, let's say mid '80's up, which years meet that criteria ?

I couldn't tell you for certain, but I'm sure someone here can. I would imagine the 1971 all the way to 1995 would have the same basic style of front suspension clip, with only minor changes like drum to disc, different disc sizes, etc. Have you tried checking the H.A.M.B. forums to see if anyone there has already done something similar with a COE?
