Does this seem like a realistic price for what looks like a fairly rust free van with under 100k miles but does have a dented front fender?

You're right about the odometer, and I'd planned to ask if there's proof of the mileage. If it's really a government vehicle, it could very well be the actual mileage. There were many old lower mileage government vehicles in use when I was in the Air Force. The older they got the less they were used but were retained as back up vehicles if needed. They also received regularly scheduled maintenance such as oil changes, filters and such whether needed or not. I know that's a lot of "ifs and maybes" but...

I had no clue a 5 digit odometer would even be in a 1990's vehicle. The Ford E vans where virtually the same from 1975 through 1991 with minor changes along the way. They probably got the 6 digit digital odometers in 1992 when the they where updated with a new body, dash, front suspension, etc.

But also can get beat on good and rack up lots of idle hours.
