First you need to decide if you don't want the bag. The later designs are very good at protecting the driver but I personally think the early bags do as much harm as they do good. That's only my opinion, you would need to decide for you. If you decide in the future to sell it could be a liability. That said:
You would need to, of course, disable the air bag circuit. And you'll need to deal with the air bag warning light.
I replaced the wheel on our '94 GMC with a Grant and removed the air bag warning bulb from the cluster.
