This problem has just recently started, the other day the fuse blew so i replaced it. Not even ten minutes after the van was started the fuse blew again. Before the fuse blows the radio display will act screwy and all the backlights will light up. Then the radio and horn will stop working. If anyone has any advice please any help will be appreciated. Thank you

disconnect the horn and see what it does...

The horn wire in the column sometimes gets pinched and shorts when you put it in gear

i did have this prob with my 93 gmc and i believe it was a cigarette lighter problem someone (2nd wife, Ex-to be) kept spilling things in it, though someone else prob knows what is hooked up to that fuse for sure also be careful about the wires hanging down into the doghouse i just disconnected cig lighter don't need it myself

Sometimes a bad ground can blow the fuse. Check the ground wire on the stereo. Shouldn't the horn be on a separate circuit? Or are multiple fuses blowing?

My 92 just went thru this the cig lighter wires melted and on that fuse link is the dash lights, dome & interior lights....

I have a 95 vandura 3500, the fuse started to po, radio/horn randomly. You change and checked CIG lighter & radio. Again it popped.. I cut the dome lights connected to the fuse (don't know why, used van 3rd owner). Fuse worked for 10 minutes... I will try the horn disconnected since it dosnt even work , front end damage killed it to a slight muffle but mechanical/body wise the integrity of the vehicle is in great working order.

Based off the wiring diagram I've got in the Haynes book, there are 3 fuses all going to your radio. If you're only blowing the horn fuse (20 amp) it could be your radio, the interior lights, or the horn circuit. You're saying the Inst lights start acting weird and they're wired through the radio as well. That circuit looks for ground from the Instrument panel, the radio and the rear heat module. i'd look at the ground off your radio to start. There's a 1.5k resistor in that circuit that could cause this issue too. Check the connections on it for corrosion & security. One more place is the wiring to tye under hood lights. They come off the horn fuse in the engine bay fuse block. That's a short little circuit that runs from the fuse, through the 2 lights, to ground.
