Einstein, when describing radio said "Wire telegraph is like a very long cat. You pull his tail in NY and he meows in LA. And radio works the same way: you send signals here, they receive them there. The only difference is that there is no cat."

1)Remove the "plug" from the switch. 2)Jump the two leads with a paper clip/ wire (or something similar). 3)Turn the key to the "on" position. 4)Check lights. If they're on-the switch is bad. If not , possible(probable) ground issue. If you end up searching for wiring issues , leave the jumper in so you can leave the trans in park and not have to explain why you got run over by your own van.
Remember this about electrical issues : the dumber the problem , the more likely it is a ground issue.

But, I'll try.
Most likely, the switch is where the steering column goes through the floor. And also, depending on year, back up lights may be the only thing switched, so there would only be two wires, making it easy to know what to jump.
But,truthfully, I'm just guessing.
