I got new tires last year and the letters have black on them that I can't get to wash out. Doesn't leave a slick that degrades the rubber. Cleans dirt and brake dust great. A stiff plastic bristle brush and simple green will work wonders on tires.
12 year old tires should not be driven on the street. They are a safety hazard.

Ouch! Dave! I have some 22 year old tires but I don't use 'em. They're from the '95 when it was new. Mean machine sounds like anything strong enough to remove the black marks would most likely harm the tires as well........ What about using white over the marks instead?

Simple Green is my go-to cleaner for many things. Greasy engines, driveways, tires, bathtubs, the kitchen sink. They use Simple Green to clean the Tacoma Dome, the largest wooden dome in the world. https://en.wikipedia.org/wiki/Tacoma_Dome I like the lavender scented variety if you can find it. The original green pine scent makes my esophagus constrict but the lavender is no problem. Simple Green and a stiff bristle brush can do amazing things.
