UV is *great* stuff, (as long as your eyes are protected!)and it's much easier to get high intensity UV lamps now than it used to be... I think it would be an *awesome* paint treatment for parked vans at an event. Think Jekyl and Hyde...
There are plenty of 12 volt cold cathode UV lamps that emit a reasonable amount of UV for dark environments, and the new UV LEDs generate quite a lot of light.
External UV fluorescent paint is however, short lived compared to some other paints. The colors tend to fade. Still really cool though.
These paints can be had easily here in the USA; I bought a bunch of various colors of transparent UV fluorescent paints from an eBay store a couple of years ago, but never did anything with them. You can paint them on over another painting and they barely turn the surface milky. When UV light hits them, they go *crazy* though. I was thinking of painting a mural inside on a wall of the van and having it turn into something completely different under UV light, but I've since decided on a totally different interior. Still have the itch to try the paints though...

The colors really need a dark background to maximize the effect.
