Like Astro said, there should be a relay. The 12volts you have to the button is the ground for the horn relay. You will read 12 volts on it because it's the ground side of the relay coil (so you're reading thru the coil). If you're unsure, use a small fuse (2 amp maybe) and ground the button wire you have thru the fuse. You should be able to hear the relay click (or the horn blow). If your added fuse pops then the wiring is comprised somewhere and you'll have to back track the wiring the hard way...
