Does anybody know a source for this type of rubber washer? It's meant for a steel washer to sit inside of the recessed area. The steel washer is about the size of a quarter.

I typically make these kinds of things. They make punches to cut round holes or you can sharpen a piece of pipe nipple into a crude one. Draw your circles on rubber with a magical marker, drill your center hole first and use the punch with a piece of wood underneath the rubber. You might find them ready made at your local hardware store. Lowes has a lot of drawers that contain little doo-dads like that. They rubber washers when new might not have the washer indentation. That might just be from years of pressure against the rubber.

To me it appears the 'captivity' of the steel washer within the rubber washer is only due to age and pressure.

McmasterCarr might very well have such a rubber washer if you feel this captivity is absolutely necessary for the application.

DODGEnBULLETS, where were those rubber washers located on your van anyway?

If they're a typical application, you'd probably want to replace them with Buna-n rubber for it's environmental and oil resistance. I've also used EDPM with good success in many applications.
