I've done a complete major tune-up, replaced the TBI, O2 Sensor, and EGR, then still failed. Is the catalytic converter the only left, which I'm getting ready to replace.
Any more suggestions are very welcome.

Use the octane it was designed for. If you use a higher octane than called for it actually causes higher readings because the engine does not burn all the fuel it gets...
If you have been running rich, a new cat may be required . Price it out locally

After replacing the TBU, EGR, Oxigen Sensor, major tune-tup, catalytic converter, oil change, then I found out the muffler needed changing also. Over $1000+ ut it's all done and I'm legal again!!!!

I am SO HAPPY I don't have to deal with that CA smog nonsense. On a side note, while in auto tech class at a local community college back in 1999, we tested my 1991 Nissan pickup with a KA24E (2.4L 4cyl) with and without the catalytic converter installed. Same exact results (or such little change it wasn't noteworthy, 1999 was a long time ago). Anyway, it's always seemed like a money scheme to me ever since. Maybe our particular machine was outdated, maybe it was an improperly function in catalytic converter, maybe it was just a fluke test. Either way, I'm still not sold on the whole thing. To force the issue beyond that would be placing a hardship on persons with limited resources who may rely on that vehicle to get back and forth to work, medical care, etc. They also have an "older vehicle" percentage that curves the grade for anything that is past a certain age but still younger than 25 years. After 25 years testing is not required at all.

It has never failed. They required me to go to a test only cause they say I have a gross polluter. Ha... have you ever seen my test reports.
