No heat in "Jack"

Had this problem since we bought "Jack".
Put a heater core in it and all lines are new and clear.
Was told this is a vapor lock in the heater core.
Now how do I fix this? Would running it with the radiator cap off?
Should it be warm or cold when I do this?

Any suggestions appreciated.

Also updated air cond. and now have cold air but no heat... lol

I have in the past taken off the upper heater hose and filled the core manually......
