i dont think it switched to the back tank cause it is now empty and I am reading the front tank level , so there is another pump > thanks for the info on where to find it , if the high press pump is fouled will I get any pressure reading at the injector rail cause when I hear the in tank pump run I still read "0"

The in tank pumps are very hard to hear are you sure you can hear it?
With the doghouse off you will hear the high pressure (HP) pump if it's running as it is close and loud. They have a wrapping to help quiet them down some. The ECM runs it for a few seconds each time the switch is turned to on. After the engine cranks up the HP pump runs continuously as long as the ECM "sees" the engine running.
It is controlled by a relay and is (I believe) fused in the fuse box.

when the rear tank had fuel in it it would not register on the fuel gage , but when i try to start the van w the dog box off i dont hear the pump running , but when i turn the key to the on pos I can feel the tank pump come on for like 2 seconds , the motor will twitch but thats it no fuel press

From mid '87 on they had a fuse link for the pumps as that was when Ford terminated the use of the electrical solenoid valve.

OH..don't forget to check the inertia fuel shut off switch, just for giggles.

Whichever tank pump you're switched to AND the HP pump should both run for a few seconds when the ignition is first turned on.
