You dont need to lay a primer. Find an organic bases rust neutralizer to treat the rust first though. I must say this stuff is pretty good. I treated exterior rust and have not painted it yet, and there is zero flash rust. Also, I forgot about the POR products. POR is a paint over rust, but is very sensitive to sunlight. Good stuff from what I hear. Here is a link to the same product on Amazon - http://www.amazon.com/PlastiKote-623-Rust-Converter-Oz/dp/B000CPI0QY/ref=pd_sbs_auto1 . I found this stuff applies really well with a piece of old carpet folded in half. Dont ask me why, but between the various methods I used to apply, the carpet piece was best. I also used a wire wheel on my drill to knock off the loose surface bits. You dont want to punch through the rust though.
